Involvement of Non-Governmental Organisations

Participation of non-governmental organisations (NGOs) would be very important for advancing the work of PEP. NGOs can help promote the benefits of PEP and biodiversity to the wider public; and create opportunities for hands-on public participation in PEP.

NGOs fulfilling the following criteria are welcome to participate in the programme: 

  • must be a locally registered non-profit-making organisation;
  • have experience and good track records in organising large-scale public tree planting and tree tending activities;
  • possess professional knowledge on woodland habitat management and local ecological conservation work; and
  • are willing to commit at least 5 years of enrichment work for each selected PEP site.

Site Selection

Suitable PEP sites in country parks will be selected and announced at AFCD’s website.

NGOs that are interested in participating in PEP can select PEP site(s) offered by AFCD and complete and return the Expression of Interest to AFCD.

The participating NGOs will be informed of the preliminary results of site selection in mid-August.

Mid-September

Submission of Proposal

The participating NGOs are required to prepare a 5-year implementation plan and submit the proposal to the AFCD for consideration. Please find the proposal requirements [Click here] (PDF, 7.66 KB).

NGOs should seek their own resources (e.g. through fund raising or sponsorship from corporations) to support the programme.

Submission of Application on Extension and Proposal

Interested NGOs are required to apply for extension in managing the PEP site. Relevant proposal should be submitted together with the application.

Mid-October

Announcement of Application Result

NGOs will be informed of the results of the application.

During implementation period

Implementation of Enrichment Work and Reporting

Upon receiving AFCD's approval, NGOs will be responsible for implementing the programme in each selected PEP site for 5 years.

NGOs are welcome to organise publicity programmes for the enrichment work. Separate permits are required in accordance with Country Parks and Special Areas Regulations (Cap. 208A).

After completion of the first 5-year enrichment work, NGOs could consider continuing the programme at the same site or hand over the site to AFCD for further maintenance.

NGOs are required to submit annual progress report by every July, annual seedling monitoring report by every December and a final report after completion of the 5-year enrichment work.

Implementation of Enrichment Work and Reporting

Upon receiving AFCD's approval, NGOs will be responsible for implementing the programme in the PEP site for an agreed period of time.

NGOs are welcome to organise publicity programmes for the enrichment work. Separate permits are required in accordance with Country Parks and Special Areas Regulations (Cap. 208A).

NGOs are required to submit annual progress reports by every July. After completion of the extended period, NGOs are required to submit a final report and hand over the site to AFCD for further maintenance.
