With a view to protecting toothfish from illegal, unreported and unregulated ("IUU") fishing internationally, and to contribute to the international concerted efforts in the protection and sustainable use of marine resources, the Hong Kong Government decided to implement the relevant provisions of the CAMLR Convention and CMs in Hong Kong.  A new legislation, the Conservation of Antarctic Marine Living Resources Ordinance (CAMLR Ordinance) (Cap. 635) has been made to provide legal basis and general powers for the Director of Agriculture, Fisheries and Conservation (“DAFC”) and his authorized officers.

Besides, the Conservation of Antarctic Marine Living Resources (Toothfish Catch Documentation Scheme) Regulation (“TCDS Regulation”) (Cap. 635A) and Conservation of Antarctic Marine Living Resources (Port Inspection and Control) Regulation (“PI Regulation”) (Cap. 635B) have been made to implement the Toothfish Catch Documentation Scheme and port inspection and control measures under CAMLR Convention.
